MADISON \u2014 Peo\u00adple op\u00adposed to the ex\u00adpan\u00adsion of con\u00adcen\u00adtrated an\u00adi\u00admal feed\u00ading op\u00ader\u00ada\u00adtions in Wis\u00adcon\u00adsin brought their mes\u00adsage to the state Capi\u00adtol steps Nov. 7 with what they called a \u201cStink In\u201d protest.<\/div>\n

About 100 peo\u00adple rep\u00adre\u00adsent\u00ading more than 20 or\u00adga\u00adni\u00adza\u00adtions gath\u00adered for the event, some dressed in cow and tur\u00adkey cos\u00adtumes, to ad\u00address what they de\u00adscribed as the state\u2019s \u201cCAFO cri\u00adsis and its dam\u00adag\u00ading im\u00adpact on pub\u00adlic health, wa\u00adter and air qual\u00adity, nat\u00adu\u00adral re\u00adsources, busi\u00adnesses, prop\u00aderty val\u00adues and ru\u00adral com\u00admu\u00adnity life.\u201d<\/div>\n

Mary Dougherty, co-founder of Farms Not Fac\u00adto\u00adries and one of the event or\u00adga\u00adniz\u00aders, said it was fit\u00adting that the protest be held on the Capi\u00adtol steps, since \u201cthe pro\u00adlif\u00ader\u00ada\u00adtion of CAFOs started in Madi\u00adson with ATCP 51.\u201d<\/div>\n<\/div>\n

Wis\u00adcon\u00adsin\u2019s live\u00adstock-fa\u00adcil\u00adity-sit\u00ading law, passed by the state Leg\u00adis\u00adla\u00adture in 2003, di\u00adrected the Wis\u00adcon\u00adsin Depart\u00adment of Agri\u00adcul\u00adture, Trade and Con\u00adsumer Pro\u00adtec\u00adtion to cre\u00adate rules re\u00adgard\u00ading the sit\u00ading of live\u00adstock fa\u00adcil\u00adi\u00adties in the state. Those rules be\u00adcame known as ATCP 51 and took ef\u00adfect in 2006. They set stan\u00addards for sit\u00ading new and ex\u00adpand\u00ading fa\u00adcil\u00adi\u00adties in ar\u00adeas of the state zoned for agri\u00adcul\u00adtural uses and on live\u00adstock op\u00ader\u00ada\u00adtions ex\u00adpected to house more than 500 an\u00adi\u00admal units.<\/div>\n<\/div>\n

Dougherty, who has been ac\u00adtive in op\u00adpos\u00ading the sit\u00ading of a pro\u00adposed 26,000-hog farm in Bay\u00adfield County, said the sit\u00ading law caused an \u201cex\u00adplo\u00adsion\u201d of CAFOs that has reached about 300 farms in Wis\u00adcon\u00adsin in 2015.<\/div>\n<\/div>\n

\u201cTh\u00adese large farms are not some\u00adthing the cit\u00adi\u00adzens of Wis\u00adcon\u00adsin are nec\u00ades\u00adsar\u00adily ben\u00ade\u00adfit\u00ading from,\u201d Dougherty said. \u201cTh\u00adese farms have been granted reg\u00adu\u00adla\u00adtory cer\u00adtainty at the ex\u00adpense of lo\u00adcal com\u00admu\u00adni\u00adties. We would like our elected of\u00adfi\u00adcials to lis\u00adten to us \u2014 we need them to help us fig\u00adure this thing out.\u201d<\/div>\n<\/div>\n

Dougherty said with an is\u00adsue such as CAFOs, no one per\u00adson can come up with a so\u00adlu\u00adtion on his or her own.<\/div>\n<\/div>\n

\u201cBut a group of peo\u00adple in\u00advested in the com\u00admu\u00adnity, with the en\u00advi\u00adron\u00adment and eco\u00adnomic de\u00advel\u00adop\u00adment in mind, we can come up with some\u00adthing re\u00adally solid that ev\u00adery\u00adone can live with,\u201d she said. \u201cThat\u2019s all we\u2019re ask\u00ading.\u201d<\/div>\n<\/div>\n

Or\u00adga\u00adniz\u00aders de\u00advel\u00adoped a five-point re\u00adquest to law\u00admak\u00aders: raise their aware\u00adness on the com\u00admu\u00adnity im\u00adpacts of CAFOs; sup\u00adport en\u00adforce\u00adment of health and en\u00advi\u00adron\u00admen\u00adtal stan\u00addards al\u00adlegedly vi\u00ado\u00adlated by some of the state\u2019s CAFOs; cham\u00adpion up\u00adgrades in the Depart\u00adment of Nat\u00adu\u00adral Re\u00adsources\u2019 ca\u00adpac\u00adity to en\u00adforce the law; en\u00adsure that reg\u00adu\u00adla\u00adtions and safe\u00adguards are in place to pro\u00adtect Wis\u00adcon\u00adsin com\u00admu\u00adni\u00adties from CAFO con\u00adtam\u00adi\u00adna\u00adtion threats; and en\u00adgage in \u201copen, im\u00adpar\u00adtial and sen\u00adsi\u00adble di\u00ada\u00adlogue with im\u00adpacted Wis\u00adcon\u00adsin com\u00admu\u00adni\u00adties to seek work\u00adable so\u00adlu\u00adtions for CAFO-cre\u00adated pub\u00adlic risks.\u201d<\/div>\n<\/div>\n

Scott Dye, re\u00adgional co\u00ador\u00addi\u00adna\u00adtor for So\u00adcially Re\u00adspon\u00adsi\u00adble Agri\u00adcul\u00adtural Pro\u00adjects, be\u00adcame ac\u00adtive in the large-farm de\u00adbate af\u00adter an 80,000-hog farm lo\u00adcated next to his fam\u00adily\u2019s farm in Mis\u00adsouri.<\/div>\n<\/div>\n

\u201cThe live\u00adstock-fa\u00adcil\u00adity-sit\u00ading law has been an abysmal, atro\u00adcious act for these lo\u00adcal com\u00admu\u00adni\u00adties in Wis\u00adcon\u00adsin,\u201d Dye said. \u201cOne size does not fit all, cer\u00adtainly when you\u2019re look\u00ading at the karst to\u00adpog\u00adra\u00adphy in Green County, where a farmer wants to build a 5,000-cow dairy, or that god-aw\u00adful mess in Ke\u00adwaunee County. Lit\u00ader\u00adally 30 per\u00adcent of the pri\u00advate wells in the county are pol\u00adluted. It makes you won\u00adder how things could go so hor\u00adri\u00adbly wrong.\u201d<\/div>\n<\/div>\n

The Tuls fam\u00adily is propos\u00ading to build a large dairy farm in Green County, which would be the fourth for the fam\u00adily. The fam\u00adily al\u00adready has two large dairies in Ne\u00adbraska and a farm near Janesville.<\/div>\n<\/div>\n

About 300 peo\u00adple at\u00adtended a Nov. 3 meet\u00ading in Mon\u00adroe to learn more about the Green County pro\u00adposal.<\/div>\n<\/div>\n

\u201cThe av\u00ader\u00adage-sized dairy herd in Green County is some\u00adthing like 67 cows, so how many of those herds is a 5,000-cow dairy go\u00ading to put out of busi\u00adness?\u201d Dye said. \u201cWhat does Wis\u00adcon\u00adsin want to see in the fu\u00adture in the coun\u00adtry\u00adside? Do peo\u00adple want to be serfs push\u00ading but\u00adtons and putting ma\u00adnure into a hole in the ground, or do they want to be a strong agri\u00adcul\u00adtural state, as Wis\u00adcon\u00adsin has tra\u00addi\u00adtion\u00adally been?\u201d<\/div>\n<\/div>\n

Sev\u00aderal or\u00adga\u00adniz\u00aders were crit\u00adi\u00adcal of the Dairy Busi\u00adness As\u00adso\u00adci\u00ada\u00adtion, a Wis\u00adcon\u00adsin-based or\u00adga\u00adni\u00adza\u00adtion of dairy farm\u00aders, which they said has helped fa\u00adcil\u00adi\u00adtate the move\u00adment to larger farms.<\/div>\n<\/div>\n

Tim Trot\u00adter, DBA\u2019s ex\u00adec\u00adu\u00adtive di\u00adrec\u00adtor, said the or\u00adga\u00adni\u00adza\u00adtion has never changed its po\u00adsi\u00adtion of sup\u00adport\u00ading fam\u00adily farms in any way pos\u00adsi\u00adble.<\/div>\n<\/div>\n

\u201cFarm\u00aders make their de\u00adci\u00adsions based on fam\u00adily and the land base they have, and they make eco\u00adnomic and agro\u00adnomic de\u00adci\u00adsions that best suit the mis\u00adsion of their fam\u00adily,\u201d Trot\u00adter said. \u201cWe rep\u00adre\u00adsent small and large farms alike \u2014 they are all vi\u00adtal to the Wis\u00adcon\u00adsin dairy in\u00addus\u00adtry. It is short-sighted to judge a fam\u00adily farm based on its size. CAFOs have more strin\u00adgent reg\u00adu\u00adla\u00adtions (than small farms), and they are some of the most en\u00advi\u00adron\u00admen\u00adtally friendly op\u00ader\u00ada\u00adtions there are.\u201d<\/div>\n<\/div>\n

\u201cTo me it\u2019s all about com\u00admu\u00adni\u00adca\u00adtions and un\u00adder\u00adstand\u00ading. There\u2019s a com\u00admu\u00adni\u00adca\u00adtion gap be\u00adtween agri\u00adcul\u00adture and con\u00adsumers in gen\u00aderal. What we\u2019re see\u00ading is a symp\u00adtom of that. A lot of peo\u00adple don\u2019t un\u00adder\u00adstand what goes on on a farm to\u00adday. In ab\u00adsence of knowl\u00adedge, peo\u00adple of\u00adten make as\u00adsump\u00adtions, and some\u00adtimes as\u00adsump\u00adtions can be dan\u00adger\u00adous.\u201d<\/div>\n<\/div>\n

John Peck, ex\u00adec\u00adu\u00adtive di\u00adrec\u00adtor of the Madi\u00adson-based Fam\u00adily Farm De\u00adfend\u00aders, said the live\u00adstock-sit\u00ading law stream\u00adlined the process for farm\u00aders to get per\u00admits to ex\u00adpand or site new CAFOs.<\/div>\n<\/div>\n

\u201cThe hear\u00adings (for sit\u00ading per\u00admits) are a joke,\u201d Peck said. \u201cA per\u00admit\u00adting process where no one gets re\u00adjected is not re\u00adally a per\u00admit\u00adting process.\u201d<\/div>\n<\/div>\n

Peck said farm groups such as his have been look\u00ading for a leg\u00adis\u00adla\u00adtor or leg\u00adis\u00adla\u00adtors to chal\u00adlenge the live\u00adstock-sit\u00ading law.<\/div>\n<\/div>\n

\u201cIt seems to be re\u00adally dif\u00adfi\u00adcult to find any\u00adone,\u201d Peck said. \u201cThe rally was re\u00adally en\u00adcour\u00adag\u00ading. I\u2019m glad to see peo\u00adple are start\u00ading to ques\u00adtion the law. We\u2019re hop\u00ading the (En\u00advi\u00adron\u00admen\u00adtal Pro\u00adtec\u00adtion Agency) will do some\u00adthing if the DNR won\u2019t.\u201d<\/div>\n<\/div>\n

Dougherty said al\u00adthough rally or\u00adga\u00adniz\u00aders haven\u2019t been suc\u00adcess\u00adful in get\u00adting a leg\u00adis\u00adla\u00adtor to cham\u00adpion the cause, they haven\u2019t given up on the pos\u00adsi\u00adbil\u00adity.<\/div>\n<\/div>\n

\u201c(Tak\u00ading the is\u00adsue to the Leg\u00adis\u00adla\u00adture) is prob\u00ada\u00adbly two or three steps down the road,\u201d Dougherty said. \u201cWe\u2019re look\u00ading for that one cham\u00adpion who will have the courage to do what needs to be done.\u201d<\/div>\n<\/div>\n

Dougherty said the move\u00adment hasn\u2019t gained the groundswell nec\u00ades\u00adsary to show leg\u00adis\u00adla\u00adtors who might step up on the is\u00adsue that their con\u00adstituents \u201chave their back.\u201d<\/div>\n<\/div>\n

\u201cIt\u2019s David vs. Go\u00adliath \u2014 it\u2019s go\u00ading to take a lot of work,\u201d Dougherty said. \u201cWe are peo\u00adple who just want to pro\u00adtect our homes from an in\u00addus\u00adtry that is poi\u00adson\u00ading our homes. If it can hap\u00adpen any\u00adwhere, I do be\u00adlieve it is in the state of Wis\u00adcon\u00adsin. I think we can pull it off.\u201d<\/div>\n<\/div>\n

Dougherty said she an\u00adtic\u00adi\u00adpates hav\u00ading an\u00adother \u201cStink In\u201d in Green Bay, per\u00adhaps in the spring, and other events to try to gain more vis\u00adi\u00adbil\u00adity for the is\u00adsue.<\/div>\n
